Human rights

Human rights are protected by the EU Charter of Fundamental Rights. These include freedom from discrimination, protection of personal data, and access to justice. Every citizen is entitled to these rights equally.

Rule of law

The EU is based on the rule of law. Everything it does is founded on treaties voluntarily and democratically agreed by its member states. Law and justice are upheld by an independent judiciary, with the European Court of Justice as the final authority — its judgments are binding on all member states.

Equality

Equality ensures that all citizens are treated the same before the law. It includes gender equality and equal opportunities in every area of life. This principle has guided European integration since the Treaty of Rome.

Democracy

The EU is built on representative democracy. Citizens have the right to vote and stand in elections for the European Parliament, whether in their country of origin or residence. Political participation is a cornerstone of European citizenship.

Freedom

Freedom means the right to move, live, and work across the Union. It also safeguards personal liberties such as privacy, belief, assembly, and expression. These freedoms are guaranteed by the EU Charter of Fundamental Rights.

Human dignity

Human dignity is the foundation of European society. It is inviolable and must always be respected and protected. All fundamental rights stem from this principle.

Call for Proposals: Supporting Young People for Economic Empowerment and Entrepreneurship in the Kočani Region*

The EU funded project “EU Civil Resilience Mechanism Phase II: Support for Civil Society and Grassroots Organisations” is launching a new Call for Proposals for In-Kind Support to Civil Society Organisations “Supporting Young People for Economic Empowerment and Entrepreneurship in the Kočani Region*”. The call is financed by the European Union under the IPA III Civil Society Facility and Media Programme for the Republic of North Macedonia 2024–2025.

This call is dedicated to the young people of the Kočani region* and to the community they are part of. It supports actions that help them gain digital, AI and entrepreneurial skills, find work and develop their own ideas. When young people grow, their whole community grows with them.

To reach them, the call relies on local civil society organisations, which can connect with young people whom formal education and employment services often miss. The call invites these organisations to design and carry out actions for and with young people.

Priorities of the call

Each applicant must choose one of the following two priorities and state its choice clearly in the application:

  • Digital Skills, AI Literacy and Youth Economic Empowerment: helping young people gain digital and AI competences they can use for work, further learning or freelance and online services.
  • Youth Entrepreneurship and Social Entrepreneurship: helping young people develop entrepreneurial skills and create youth-led enterprises and small start-ups that bring economic and social value to their community.

Available support

The total budget of the call is EUR 300,000. Each selected action will receive between EUR 10,000 and EUR 15,000 in in-kind support over 10 months, with all eligible costs covered in full. No co-financing is required. The project pays service providers directly for the goods and services the action needs. The only payment made to the organisation is the compensation for its action team.

Who can apply
The call is open to non-profit, non-governmental civil society organisations established under the Law on Associations and Foundations. Organisations must be registered and operating in the Kočani region* for at least three months before the call is published, and have an annual turnover below EUR 50,000** in the last closed financial year. Organisations with no prior financial activity are also eligible.

  • 15 October 2026 in Kočani (venue to be confirmed)
  • 27 October 2026 online
  • 6 November 2026 online

How to apply
Applications must be submitted in English. Please submit the Application Form (Annex A), the Budget (Annex B) and the supporting documents through www.eu4cr.mk.
