Team Leader / Capacity Building Expert
Svetlana Djukic

Svetlana Djukic is a senior civil society, media, and EU integration expert with over 30 years of experience supporting democratic governance, policy reform, and strategic communication in Serbia, the Western Balkans, and EU neighbourhood countries.

Throughout her career, she has supported dialogue and cooperation between public institutions, civil society organisations, and international partners, with a strong focus on improving the legal, policy, and institutional environment for civil society organisations and independent media.

She served for more than a decade as Programme Manager for Civil Society and Media at the Delegation of the European Union to the Republic of Serbia, where she managed major EU instruments under IPA and the Civil Society Facility and oversaw large-scale assistance programmes. Her work contributed directly to the development, implementation, and monitoring of national strategies and legislative frameworks in areas such as civil society development, media freedom, public information systems, digital transformation, and public funding mechanisms for CSOs, as well as to EU enlargement reporting.

As a Team Leader and senior consultant, Svetlana has led EU-funded technical assistance and communication projects, providing strategic guidance to ministries, working groups, and civil society actors on policy design, legislative reform, institutional capacity building, and public communication. She brings strong leadership, analytical skills, and in-depth knowledge of EU policies and funding mechanisms to her role as Team Leader.
